Federal Government, Federal Manager, Federal Assistant, Federal Coordinator, Wouter ("Federal Government", "Federals"): the highest authority in the Federation, which protect the continuation of the game Miniconomy.
Citizen: virtual participant with access to Miniconomy.
Round: a successive period of time, announced by the Federal Government, in which trade is possible for all citizens.
Country: part of Miniconomy, separated by natural borders.
International Law ("IL"): the highest law which applies to all citizens. When the English IL and the IL in another language collide, the English IL is dominant.
National Administration ("NG"): each country is free to choose its own National Administration, which can create national laws.
National Law ("NL"): regulations set by the National Administration, which stretch no further than the border of the country. National laws are subordinate to the International Law at all times.
Council of Veterans ("CoV"): group composed of natural persons that advises the Federal Government.
Federation: the countries of Miniconomy.
Central Bureau of Investigations ("CBI" ): Body that supports the Federal Government in it's work, and that is authorised to impose penalties.
Alter-ego's: multiple citizens managed by the same natural person, or logging in from the same IP address.


Article 1: Constitution
Paragraph 1
Conflict of interest between multiple alter-ego's is prohibited. The sanction on violating this act is elimination of the involved persons.

Paragraph 2
The Formation of Cartels is prohibited. A formation of a cartel exists when a group of at least two virtual persons, who have more than 75% market share, keep one or more product prices systematically high: at least 100% above the nominal value, and/ or production value. When violating this act a fine will be levied on the involved persons.

Paragraph 3
It is prohibited to manage multiple citizens which are meant to or used to serve the benefit of another.

Paragraph 4
It is also prohibited to:
- Vote on behalf of three or more alter-ego's during an official election.
- Be a candidate for a political function with more than 1 alter-ego.
- Trading and/or stealing in a city with more than one alter-ego. MV's are exempt from this.
- Manage two or more virtual persons that both serve the same political party or promote the interests of this party.
- Selling or buying credits for more than 100 I-Shell per credit, and for more than 2500 I-Shell in total.

Paragraph 5
Each inhabitant of the Federation has the right to freedom of:

- Speech (restricted by paragraph 7, 9, and 10 of the constitution)
- Religion
- Political opinion

Paragraph 6
All names and descriptions, as well as topics, polls or posts in clubs ought not to be offensive or insulting.

Paragraph 7
Nobody is allowed to insult, deceive, threaten or slander someone. In case of violation the sanction is a claim of 150 I-Shells against the wrongdoer. Cases of perjury are established by means of law and can be punished with a fine not exceeding 500 I-Shells, dismissal from function, and/or a criminal status.

Paragraph 8
Nobody is authorised to make account information of personal data of a citizen public, unless these data can be accessed publicly and have been rightfully obtained.

Paragraph 9
Everyone situated in Miniconomy will be treated equally. Discrimination because of one's religion, philosophy of live, political persuasion, race, sex, or any other base, is not allowed.


Article 2: Criminal activities
Paragraph 1
(Attempted) Injuring, theft and robbery might be punished with a jailsentence and confiscation of goods. The National Law can determine an additional fine.

Paragraph 2
It is prohibited to perform criminal activities with more than one alter-ego.


Article 3: Enterprise law
Paragraph 1
The possession of the shares in a Miniconomy Venture gives the concerned shareholder a decisive say in the management of the company.

Paragraph 2
One has to be able to account for received funds, higher than 100 I-Shell spread over 7 following days, from third parties at the government official, charged with Finance, with the help of a contract. Showable and reasonable things in return for the received funds have to be specified in the contract, as well as a term within which one has to do the thing in return. The contract code has to be mentioned in the transaction description.

Paragraph 3
Trade in moveable and immovable (real estate) properties among Miniconomy Ventures and its director with help of third parties, is prohibited. The Federal Government is authorised to confiscate the traded products or to fine the involved persons at most 10,000 I-Shells per violation in case of such a violation.


Article 4: Securities Law
Paragraph 1
Buying or selling products or lots with a market value exceeding 250 I-Shells (in one transaction or separated in portions within one hour) prohibits all Citizens, represented by the natural person of the buyer/ seller, to trade in the index of the city where the purchase/ sale took place, 2 hours before and after the sale or 4 hours before and after the purchase. Violation will be punished with a fine.

Paragraph 2
Sellers themselves are responsible for anticipating sales exceeding a market value of 250 I-Shells, 2 hours before and after a share transaction.

Paragraph 3
Other purchases or sales of products that are clearly meant to influence the index value will be punished with a fine. It is also prohibited to profit from influence by a third party.


Article 5: Bank law and law concerning games of chance
Paragraph 1a
The National Administration can appoint an official, who will be responsible for banks and games of chance.
Paragraph 1b
The official appointed by the National Administration bears final responsibility in the doings of the bank system. Final responsibility is understood to mean: imposing fines on banks, declaring banks bankrupt when they do not comply with the regulations, and taking action against defaulters of any kind.
Paragraph 1c
The official bears final responsibility for correct routines of games of chance, as described in the regulations of the National Government. The final responsibility gives the Government official the authority to impose fines and to terminate gambling temporary or permanently if the game of chance violates the regulations of the National Government.

Paragraph 2a
Loans and savings can be refunded or claimed respectively with the use of an automated system. A client is in default when he/ she cannot refund the loan at the agreed date. The official appointed by the National Administration, and the Federal Government have the right to declare the client in default bankrupt and to confiscate his/ her properties.
Paragraph 2b
A bank or is creditworthy as long as customers can be paid out. The Federal Government can desire at any moment that the balance of the bank will be replenished. Also the Federal Government has the right to declare the non-creditworthy bank bankrupt and to confiscate her, or the shareholders, properties.

Paragraph 3
Gambling is defined as all organised activities where participants are obliged to pay money, without being fully assured to get something in return, which has a monetary value exceeding the sum paid.


Article 6: Bankruptcy law
The Federal Government has the right to declare Citizens bankrupt.


Article 7: Law concerning trade names
Paragraph 1
Trade names are protected by the Official Trade Register. Trade names are words, names, or abbreviations that do not appear in the Dutch or English dictionary and are being used as (trade) name for companies, shops, banks, clubs, ships or political parties. A matter of violation exists in case trade names show strong similarity with registered trade names, to be established by a judge. The reimbursement, to be paid by the copier to the owner of the registered trade name, amounts at least to 100 I-Shells and at most to 1000 I-Shells, and has to be paid within 48 hours after the judgement.

Paragraph 2
Trade names can only be registered by the owner of the company involved, shops, banks, clubs, or political parties. In case of violation the owner can claim 100 I-Shells of the registrant of the company, shop, bank, club, shop or political party.

Paragraph 3
Trade names which suggest a citizen, company, shop, bank, club, ship or political party has affection with the Federal Government, CBI or CoV, but clearly don’t have, can be confiscated or deleted.


Article 8: Contracts
Contracts are juridical binding documents if they are signed by all involved parties in the contract system in the Federation. A judge decides in cases of disputes.


Article 9: Administration
Paragraph 1a
Based on democratic elections, organised by the Federal Government, one Mayor is elected for each city. The home city of the Mayor must always be the same as the city he has been chosen to lead. Mayors can carry out their duties for at most three successive rounds. Everyone but criminals (in countries other than Digitalië) and (alter-ego's of) cheaters may enter the elections.
Paragraph 1b
Mayors have the right to have the city funds at one's disposal. This right lapses in case of incorrect use of funds, which also will be punished with the cheater status. Incorrect use is established by the Federal Government. A Mayor can be dismissed by the Federal Government or officials designated for it by national law, for inactivity or destructive/ fraudulent behaviour.
Paragraph 1c
The Federal Government will supply all mayors with the most recent Mayor Manual. All rules and penalties put forward in this document are binding.
Paragraph 1d
For mayors, it is forbidden to place blocks in the exim market with a total value of more than 100 ISH. It is also forbidden to pay more for one piece than the values below:
Tree: 25 ISH
Wood: 1,50 ISH
Pump: 100 ISH
Stone: 7,50 ISH
Iron: 10 ISH

Paragraph 2
Each country can elect a National Administration by democratic or undemocratic means. The way of election of National Administration has to have been approved by the Council of Veterans.

Paragraph 3
The National Administration can create laws and appoint officials who see to it that these laws are being enforced.

Paragraph 4
The National Administration can ask a budget from the Federal Government, which will be financed by the funds of the cities in the country concerned.

Paragraph 5
The National Administration has the following obligations:
- appointing a leader
- keep up a court
- monitor the financial sector

Paragraph 6a
Voluntary resignation by local and national governors has to be approved by the Council of Veterans, which will decide if the reason for resignation is well-founded. When voluntarily resigning without approval, the person will lose its eligibility for election for the period of two rounds, starting from the moment the decision has been made public.
Paragraph 6b
The applier of resignation has to perform his duties properly until the Council of Veterans has made their decision public.
Paragraph 6c
Under unfounded reasons fall at least, though not only: a temporary stay abroad that was known before the start of the round, as well as protest campaigns against a judicial or Federal decision. Voluntarily giving up a function in between Rounds can never be considered unfounded.
Paragraph 6d
In all other situations of resignation, the Council of Veterans can advise the Federal Government to abolish the eligibility of the offender for the period of at most 5 Rounds.


Article 10: Status/profession
Paragraph 1
A. Citizens with a Cheater status, and all alter-ego's, are not admitted to end rankings. It also prohibits the citizen and alter-ego's to:
- (nominate himself to) perform tasks/ duties
- undertake criminal activities
B. The profession of Officer authorises the Citizen concerned in his/her own home town to:
- remove illegal products from shops
- impose fines by virtue of the International Law and the National Law
C. The profession of CBI Special Agent authorises the Citizen concerned to:
- inspect sources of information, provided by the Federal Government
- shoot
- put Citizens in detention
- close clubs temporary
- impose fines
- enter houses
D. The degree of Priest exclusively authorises the Citizen concerned to:
- join Citizens in marriage
- dissolve marriages
E. The status of Financial Civil Servant (FCS) authorises the Citizen concerned to:
- inspect information about financial transactions and fines
- impose fines on behalf of a court or the government official, charged with Finance

Paragraph 2
A. The Cheater status is exclusively imposed by the Federal Government, or by means of jurisdiction and after approval of the Federal Government. Two full Rounds after imposing, one can request lifting of the status at the Council of Veterans. The council will advise the Federal Government about this. 1 full Round after this advise, a new advice can be requested.
B. The profession of Officer is provided by a representative of the National Administration designated for it, or a Mayor. Only certified Officers are authorised to work for a Mayor (Digitalië excluded).
C. The degrees of Priest, Teacher, Lawyer and Officer are provided by a representative of the National Administration designated for it. The degree of Editor is exclusively provided by the Federal Government.
D. The profession of Financial Civil Servant is provided by a representative from the National Administration designated for it.
E. The criminal status is imposed by means of jurisdiction, or after being put in detention for three times or more. The Criminal status will be converted automatically into a civilian status at the latest two complete Rounds afterwards.

Paragraph 3
Abuse of powers, to be established by means of jurisdiction, is liable to punishment and will be punished with the criminal status and dismissal from the concerned position. If a degree exists for the profession, it will be withdrawn immediately. Any material damage that is caused by the abuse is to be compensated by the offender. Also the amount of this possible compensation will be determined by means of jurisdiction.


Article 11: By-laws
Paragraph 1
A by-law is in effect from the moment of promulgation to at most seven days afterwards. The by-law applies only in the (work) area where the issuer performs his duty.

Paragraph 2
Mayors are authorised to issue three by-laws per Round. By-law possibilities as registered in National Laws also have to comply to the rules put forward in this law.

Paragraph 3
The following by-laws are prohibited:
- by-laws that imply promotion to the person that issues them or that require a higher rank than the issuer has
- by-laws that impose fines, without a proper warning and/or including a reasonable time for the offender to repair his offence
- by-laws that disturb the public order
- by-laws that bring personal financial gain

Paragraph 4
By-laws have to be published on the News Feed in advance. Mayors issuing a by-law also have to notify their citizens about it, by using the mass-SMS system.


Article 12: Council of Veterans
Paragraph 1
The Council of Veterans (CoV) consists of a group of natural persons, appointed by the Federal Government.

Paragraph 2a
The Council of Veterans is an independent, advising power within the Federation, and can be asked (by the Federal Government) to form an opinion on certain matters.
Paragraph 2b
The Council of Veterans advises, amongst others, about the following:
- Removal of cheater statuses
- eligibility for elections
- legality of laws

Paragraph 3
Each member of the Council of Veterans has to comply with (and thus can appeal to) a binding oath of secrecy.


Article 13: International Court
Paragraph 1
The only language allowed within the International Court (IC) is English. Violation may result to a fine or a speaking ban.

Paragraph 2
Everyone has the right to start a case against citizens, organizations or the Federal Government.

Paragraph 3
The IC will process three kinds of cases, these are:
- Injunctions
- Normal Cases
- Higher Appeals

Paragraph 4
Injunctions are preliminary hearings in which the probable outcome of a lawsuit is determined. Injunctions are presided by one judge from the IC, whose verdict is binding, although not as jurisprudence. An Injunction is accepted when it meets the following requirements:
- the accuser and the accused have different nationalities
- one of the parties is (in the service of) the Federal Government

Paragraph 5
Normal Cases can be requested when the outcome of the Injunction is unsatisfactory. Cases are judged by a single judge from the IC.

Paragraph 6
A Higher Appeal is a request to juridically verify the verdict of a normal case held in a National Court and/or the IC. Cases that have been rejected by a National Court can also be subject to a Higher Appeal, when considered wrongfully rejected by the chairman of the IC. Higher appeals are judged by 3 judges from the IC. The IC is the only legal authority allowed to process a Higher Appeal.

Paragraph 7
The International Court is maintained by the Chairman of the International Court. The Chairman is chosen by the Council of Veterans for an unspecified amount of time. The Council of Veterans may fire the Chairman of the IC at any time.

Paragraph 8
The protocols for the lawsuits are supplied by the Chairman of the IC, which have to be followed by the judges and all persons involved a lawsuit held in the IC. This protocol should be accessible at a public place

Paragraph 9
Judges are chosen by the Chairman of the IC, who can hire/fire a judge at any given time.

Paragraph 10
Statements put forward in offline documents or external websites have no legal value in the International Court.

Paragraph 11
A lawyer degree is required to represent oneself or a client in a case.

Paragraph 12
Financial Civil Servants are prominently entitled to claim fines and/or reimbursement, granted by a court.

Paragraph 13
A verdict of the IC, Injunctions excepted, will be considered as binding jurisprudence for a period of three Rounds, provided that the complete records of the case are placed in the public Federation library. The IC is responsible for placing the records, and should do so in the same Round as the verdict in this case.


Article 14: Spamming/ Flooding
Paragraph 1
- Spamming
Provided that the administrator indicates it up front, it is prohibited to express messages containing advertisements or to place polls in the club. Violation of this Article may be punished by an Officer. The fine amounts to 100 I-Shells per advertisement, and 200 I-Shells per poll. Advertisements or polls which are posted before this was prohibited by the administrator cannot be punished.

Paragraph 2
- Flooding
Provided that the administrator indicates it up front, it is prohibited to flood in the club. Flooding means: posting more than twice similar messages in a club. Violation of this Article will be punished by an Officer. The fine amounts to 200 I-Shells per violation. If there has been flooded before this was prohibited by the administrator it cannot be punished.


Article 15: Right of creation
Paragraph 1
An attempt, in any way, to obstruct, destruct, or disfigure (the continuation of) the game Miniconomy authorises the Federal Government to eliminate the originator and all other persons involved.

Paragraph 2
The Federal Government has at all times the right to end the game or to stop it temporary.

Paragraph 3
The Federal Government has at all times the right to change the Law.

Paragraph 4
Refusal to follow orders from the Federal Government or CBI Special Agents gives the Federal Government the right to exclude the non cooperative player from Miniconomy
